Executive finding

The transcript establishes what Doug Band said under committee questioning; it does not independently prove the truth of every recollection or denial.

What the transcript establishes

It establishes the June 30, 2026 interview sequence, Band's stated Clinton-office role, his account of limited Epstein contact, his Maxwell friendship account and denials, the EFTA exhibits staff used, his flight-log memory limits, his 2011 removal-list testimony, and his final third-party communication answers.

What the transcript does not establish

It does not by itself prove criminal participation, knowledge of trafficking, a complete travel record, the truth of every recollection, the validity of every committee premise, or wrongdoing by any person named in a flight log, email, address book, event, or question list.

What Band personally claims

The core testimony is a set of qualified recollections and denials.

Band said his Epstein contact came through Clinton work, described Maxwell as a social friend, denied a romantic or sexual relationship with Maxwell, denied contemporaneous knowledge of improper conduct by Epstein or Maxwell, and said he tried to remove Maxwell from Clinton contact lists in 2011. Each of those points is published here as testimony unless a separate primary record supports the narrow point.

Maxwell contacts and event overlap

The acquired EFTA emails support contact and exhibit use, not broader conclusions.

The acquired Bates PDFs show messages between Maxwell, Band, the WJC account, and others that committee staff used in questioning. This page does not infer motive, sexual conduct, or knowledge from the existence of the emails. Where Band did not recall a message or context, that qualification is preserved.

Flights, travel, and Secret Service

The DOJ flight-log package is preserved; row-level indexing remains open.

The transcript contains staff prompts about London, Asia, Morocco, Africa, Russia/China, Montreal, and Palm Beach travel. The DOJ Maxwell flight-log PDF was acquired and hashed, but its extracted text did not support reliable row-by-row indexing in this pass. Flight rows are therefore not overread, and Secret Service references are treated as Band testimony and Clinton office position unless independently row-verified.

Memory and qualification ledger

Memory limits are evidence of an answer, not evidence of deception.

Potential conflicts and non-conflicts

The strict contradiction standard found no confirmed contradiction in this source package.

CON-001Band testified he did not share a BlackBerry with Clinton.HOC-BAND-TRANSCRIPT p.90 lines 9-10; p.91 lines 17-24An old email read into the transcript said the device was the President's but shared.HOC-BAND-TRANSCRIPT p.90 lines 11-14; p.91 lines 8-9They may coexist if the old email overstated access, used shorthand, or was inaccurate; the underlying exhibit is not separately acquired.Band said it was possible he was trying to sound important or overstate something.POTENTIAL CONFLICT
CON-002Committee questioning attributed a Little Saint James claim to a Vanity Fair account.HOC-BAND-TRANSCRIPT pp.93-95Band testified he had no information Clinton visited the island.HOC-BAND-TRANSCRIPT p.93 lines 1-2; p.95 lines 5-6The underlying Vanity Fair article and interview materials were not acquired, and Band did not adopt the attribution in the transcript.Reporter paraphrase, faulty memory, wording differences, or source misunderstanding.ACQUISITION_PENDING
CON-003Band said Secret Service always accompanied Clinton.HOC-BAND-TRANSCRIPT p.36 lines 4-7; p.57 lines 7-15The official flight-log PDF was acquired but not row-level indexed in this product.DOJ-FLIGHT-LOGNo contradiction is established because a passenger row omission, detail handling, or OCR failure would not alone disprove protective presence.Flight logs and Secret Service travel records may track different categories.NO CONTRADICTION
CON-004Band said he attempted to remove Maxwell from Clinton contact lists in 2011.HOC-BAND-TRANSCRIPT p.108 lines 18-25Committee questioning said Maxwell was recognized at a CGI event in 2013.HOC-BAND-TRANSCRIPT p.109 lines 5-17Both can coexist because Band said he left in 2012 and the 2013 event could have occurred despite, after, or outside his requested removal.List removal may not have covered all CGI records; the event source itself was not acquired.TIMELINE TENSION

What the transcript does not establish

The transcript alone is not enough to prove criminal participation, knowledge, travel purpose, or the truth of every recollection.

  • It does not establish that Clinton, Band, Maxwell, or any third party committed wrongdoing.
  • It does not establish that every committee premise was supported by an attached primary record.
  • It does not establish complete travel purpose, passenger composition, Secret Service presence, or event attendance without the underlying records.
  • It does not establish the identity behind transcript redactions, and this page does not reconstruct redacted identities.
