Survivor & Institutional Accountability: GROK 095–100

After the telecom campaign closed, the investigation moved into a deliberately stricter source-and-identity regime.

Identity-safe handoff. GROK 095–100 began only after the phone story universe was closed. The campaign shifted from telecom discovery to source-native survivor records, court history, institutional response, and notice/accountability — with explicit rules against unmasking protected people or reconstructing protected lists.

095 — the false-candidate firewall

GROK 095 tested the survivor candidates inherited from the phone-story phase and rejected the five candidate groups that did not meet the source threshold. Those exclusions were carried forward rather than repeatedly reopened.

096 — ten source-native survivor groups

GROK 096 reviewed 42 source-native hits and established 10 validated survivor evidence groups. Nine remained protected or redacted; one had a public-record identity basis. The run prohibited phone-graph survivor discovery, redaction defeat, private-address identification, and reconstruction of the NPA identified-victim list.

097–099 — deep reconstruction and legal-status correction

GROK 097 reconstructed the first five lanes around Jane Doe records, the NPA class, and Palm Beach Police material while preserving separate safe labels. GROK 098 reopened key court documents and corrected the legal endpoint: the February 2019 district-court CVRA finding is historical and must not be described as a surviving appellate merits holding. GROK 099 completed the remaining five validated groups, bringing the total to all ten.

Non-merging rule. Similar dates, locations, descriptions, or procedural posture do not authorize GAH to merge protected survivor identities. The run record explicitly preserves separate Jane Doe and PBPD lanes unless a public source establishes the identity link.

100 — institutional and executive notice audit

GROK 100 widened the lens from individual survivor chronologies to institutional notice and response across multiple federal administrations. Its central discipline was separation: agency notice is not automatically senior-DOJ notice; DOJ notice is not automatically White House notice; White House notice is not automatically presidential notice. The run also preserved prosecutorial-independence and contrary-evidence controls rather than turning institutional continuity into a motive claim.

What is publication-ready

By GROK 099, the survivor map carried seven article candidates: four ready-qualified, one developing, and two hold items. The architecture favored a master NPA/CVRA accountability article plus carefully bounded companion pieces instead of multiplying protected individuals into separate stories.

Protection standard

The public collection will name a survivor only when the relevant lane has a source-native public identity basis and naming adds necessary context. Protected or redacted lanes remain safe-labeled. Raw identifying material, inferred identities, and defeated redactions are outside the publication model.
